What is the Technical Advisory Service?

During the 2013-2014 school year, the Technical Advisory Service began serving the needs of individual schools by addressing questions in the areas of school finance and school law. More specifically, this service relates to compliance of individual schools with the State Constitution, local school board policies, and state laws and regulations, e.g., the individual schools’ compliance with TCA §49-2-110, otherwise known as The Internal School Accounting Law, the Tennessee Internal School Uniform Accounting Policy Manual, TCA §49-2-601, et seq., otherwise known as the School Support Organization Financial Accountability Act, etc. Due to independence standards, auditors appear to be addressing fewer questions for schools in which they audit, i.e., auditors do not want to audit themselves. This service gives schools an avenue to get answers to those difficult questions as they arise throughout the school year.

Mission Statement

The mission of the Technical Advisory Service is to provide individual schools with the needed training, support, and guidance to operate efficiently and effectively while remaining compliant with the State Constitution, State laws, State Board of Education Rules and Regulations, the Tennessee Internal School Uniform Accounting Policy Manual, and local board of education policies.

Newsletters Published

Without personally identifying any person, school, or district, when questions addressed will benefit all members, the questions are published in a newsletter and distributed to members. Even if your district never has a question, your schools may benefit from questions other schools may have. Membership across the State is represented by every type of school system, i.e., county schools, special school districts, city school systems, rural school systems, and suburban school systems.
